Construction Projects
The following guidelines and responsibilities for Owners and contractors will apply to any work in the building. These regulations are intended to protect the building and minimize the inconvenience and disruption to all building residents
Owner Responsibilities
a. Before beginning a project, Owners shall notify the FSHA Manager and submit the following:

- Information regarding the scope of work to be performed and the projected time to complete the work
- The Name, Address and Phone Number of the General Contractor and Architect, if applicable
- Certificate of Insurance naming FSHA as the Loss Payee (from contractor’s insurance company) and showing proof of General Liability and Workers Compensation
- Building Permit (with asbestos report, if applicable)
- Note: Any work that requires demolition greater than 25 square feet MUST have an asbestos study done before work can begin.
b. Owners are responsible for ensuring that contractors obtain necessary licenses and building permits, and that they are insured for both general liability and worker compensation.
c. No alterations to the building structure, such as support columns or the floor system, will be authorized.
d. Owners are prohibited from providing a contractor with an access FOB to the building security door(s). Access to the building is via the back door at the loading dock.
e. Owners are responsible for any damage to and the cleanliness of all common areas (i.e. hallways, stairwells, doors, bluestone, wallpaper). Any damage to common areas resulting from project activity must be repaired at the Owner’s expense.
f. Any work involving plumbing, electrical and/or HVAC systems within an individual Unit will, in all likelihood, affect some or all of the other Units in the building. Such work must be planned and coordinated with the FSHA Manager in order to minimize the impact and any inconvenience to other residents. A 2-day advance notice should be given to the Manager when plumbing or HVAC components need to be shut down that affect other Units.
Contractor Responsibilities:
Contractors must be properly licensed and insured. Contractors, sub-contractors and their workers are responsible for knowing and adhering to the rules and regulations set forth below.
a. Contractors may be employed by Owners between the hours of 7:30AM and 5:00PM, Monday through Friday. Only quiet work, that is work without noise associated with it, such as painting, may be done on the weekends or evenings, except in cases of emergencies.
b. Contractors are to use the back door located at the loading dock only. This does not apply to contractors working in the first-floor units.
c. Access to upper floors of the building shall only be via the freight elevator and/or the North stairway. Contractors will abide by the freight elevator rules:
- Before work commences, Contractors will have completed Freight Elevator use training provided by FSHA staff. Contractors must know how to properly operate the Freight Elevator and Contractors assume full responsibility for their employees and subcontractors. Contractors shall use their best efforts, good judgment and high level of care on behalf of their company, subcontractors and employees. The only individuals allowed to operate the Freight Elevator are those that have received training and signed a Waiver provided by FSHA staff.
- Freight Elevator can be used to transport supplies and materials for authorized repairs, replacements or new items for building residents and or FSHA.
- Freight Elevator maximum capacity is 750 pounds and loads over 750 pounds will require that it be divides into smaller loads and take multiple trips.
- Freight Elevator can be used between the hours of 8:00AM and 4:00PM, Mondays through Fridays only. Stairs, located across the hall from the Freight Elevator, are available for use..
- Freight Elevator cannot be used before or after hours, or on Saturdays or Sundays, except with prior, written permission of FSHA staff. Hours on Saturdays and Sundays – which are only allowed under special circumstances with prior written permission of FSHA staff – are 9:30 am to 4:00 pm.
- Freight Elevator cab is limited in size. In addition, ceiling height on each floor hallway is limited. For these reasons, the maximum length of furniture allowed in elevator is approximately 81 inches.
d. Under no circumstances shall workers utilize any other entrances to the building nor are they to traverse the main lobby or utilize the resident passenger elevators.
e. Contractors are to ensure that no materials, or equipment, or trash is left in the hallways, stairwells, or parking lots overnight. Contractors are responsible for removing all construction related debris from the building premises. There are no facilities available from the building for disposal and/or storage of construction debris. Overnight parking of dumpsters is not permitted without prior permission from the FSHA Manager.
f. Contractors must take necessary precautions to prevent the dissemination of offensive odors resulting from staining and/or painting. At a minimum, all vent plates in the Owner’s Unit should be taped so as to minimize offensive odors reaching other parts of the building. If necessary, plastic barriers should be placed over the front door entrance to the Owner’s Unit. All planned precautions are to be reviewed with the Manager prior to the commencement of any work.
g. Contractors must make every effort to minimize noise levels resulting from in-house construction.
h. Because the existing building exhaust system was designed for overhead/updraft exhaust, no down-draft venting is permitted. Contractors must ensure that any kitchen alterations have the overhead/updraft vent piping connected directly to the existing exhaust system. The contractor, owner, and Manager must ensure that the location of the stove allows the ducting to be connected directly to the building exhaust system via overhead/updraft vent piping.
i. Contractors are to ensure that no materials or equipment are left in the hallways.
j. To protect the building, contractors, working in Units on Floors 2-7 shall provide a protective covering on any flooring that will be traversed by the contractors or their sub-contractors. FSHA must approve the floor covering before work commences. Contractors working on Units with access to the front blue stone terrace on King Street (#102, #103, #104, #108) must provide covering to protect the bluestone against any construction debris. Any damages to the bluestone as a result of construction negligence will be the Owners’ responsibility.
k. Contractors are to ensure that hallways are left clean daily
l. Parking is available to contractors or sub-contractors in the South Battery parking lot.
m. Failure to comply with this policy will cause the project to be stopped until compliance is assured.
